CiAl is a national not-for-profit consortium set up in 1997 thanks to the commitment of companies in the aluminium packaging sector to seeking solutions for the reduction and recovery of packaging, with a view to reconciling the needs of the market with the need to protect the environment. Among the tasks of the Consortium, which brings together manufacturers of aluminium, transport companies, manufacturers and users of aluminium packaging and companies that recover and recycle packaging waste, is to guarantee the recovery and recycling of post-consumption aluminium packaging from the separate waste collection organised by municipal councils in Italy: drinks cans, tins and trays for food, aerosol sprays, tubes, aluminium foil and bottle and jar tops. In recent years, these efforts have boosted the amounts collected and made it possible to meet, and indeed surpass, the targets set by European regulations.

In recent years, these efforts have boosted the amounts collected and made it possible to meet, and indeed surpass, the targets set by European regulations. The results obtained so far in terms of separate waste collection are particularly positive, and have made Italy an example for the whole of Europe. CiAI’s operations in the packaging recovery system are based on two important principles:

  • “shared responsibility”
  • “if you pollute, you psy”

CiAI works throughout Italy, in close collaboration and coordination with other institutions and bodies:

  • Conai — National Packaging Consortium and other national recycling consortia in the packaging supply chain
  • the Ministries for the Environment and Economic Development
  • all the sector associations at national and European level

The Consortium’s activities are funded by:

  • contributions paid by the companies for each kilo of aluminium packaging placed on the market and used for collection and recovery activities
  • proceeds from the recycling activities
  • the voluntary contribution from members of the consortium

The general aims of CiAl are:

  • to boost the separate collection of post-consumption aluminium packaging
  • to recover aluminium packaging waste, with recycling a priority
  • to monitor prevention activities aimed at limiting the production of waste

In order to reach its recycling targets, the Consortium signs dedicated agreements with the municipal councils, or with companies entrusted for the purpose thereby, for organising the separate collection of aluminium packaging.

The costs of collection are covered in full by CiAl, which receives a set amount according to the provisions of the Framework Agreement between the National Packaging Consortium (CONAI) and the National Association of Italian Municipalities (ANCI).
